The pace bowler has secured 309 wickets in 71 appearances with an stellar bowling average.
Australia's selection chief the selector has declared that skipper Cummins will be a central figure in the forthcoming Ashes series.
Speculation had been growing that the 32-year-old might be unavailable due to a stress fracture in his back that had not yet healed.
Previous updates from the Australian camp suggested no definitive call had been made regarding his involvement, with the five-Test series kicking off on November 21 in the WACA.
Bailey expressed that the captain is progressing and remained hopeful about his chances of taking part.
"We're aware that the clock is ticking and multiple considerations around that, aside from the back issue, but other factors as well," he commented.
"It's positive. We firmly believe that he will feature a major part. Hopefully from the opening match. If not, then we'll pick it up."
Injury History
He was sidelined the ODI and T20 games against both Asian and Trans-Tasman rivals in the previous weeks after scans revealed a stress reaction in his back.
There is a track record of back injuries, with setbacks in several earlier campaigns forcing him out of multiple domestic campaigns in four years.
He emphasized he would be proactive in his approach in his comeback strategy to secure his spot for the contest.
Bailey noted that he did not know if Cummins had begun bowling as part of his comeback but acknowledged it was "getting tight" for him to recover fully for the first Test.
Backup Options
In case of absence, former captain Steve Smith will take over the captaincy.
The talented all-rounder was recently pulled out from Australia's squad for their limited-overs matches against India as a safety move because of soreness in his side.
The selector characterized it as a "small issue and mentioned that Green will play in the domestic first-class competition, so will be "ideally positioned to be ready to bowl."
"Extensive planning has gone into creating the schedule for him to be available for the opening match as an batting and bowling option," he elaborated.
"His involvement was limited to the first two ODIs anyway. His aggressive style the willow in shorter formats, should it hinder progress for another day, the choice was made to approach this more conservatively."
